This sounds like this particular issue may be an issue specific to your account's configuration. It sounds like this isn't an issue that can be resolved on the forums. I would recommend contacting the technical support team by starting a Support Ticket.
A new Support Ticket can be created from within your store's administration area at: [Support > New Support Ticket]. The support team will be happy to dig into your account's settings with you, then find and fix any problem they find!
