Either have links that allow them to go back to step 1 of 3: Order, or 2 of 3: Shipping
Or place buttons at bottom of page to "Go Back" or "Modify Shipping Options", etc.

Thank you for the suggestion.
Currently, the HTML templates that are used in the checkout area can be edited by the store administrators at will to add links to other steps of the checkout process. The customer can also use the "Back" button in their web browser software at any time to go back a step.
I've made a suggestion to also add this information to any of the pre-made sets of templates (known as "Design Packages") created by Modular Merchant's designers.
This has been added to our Development Schedule to be considered for inclusion in a future update.
