There are two options I would recommend for putting everything in your store on sale at once:
1. Using product "sales" prices
Use the product export/import tools to do the following:
A) Export a spreadsheet of all of the products in your store. Include the columns: System ID, Name, Price, Sale Price, Sale Start Date, Sale End Date.
B) In the spreadsheet that is downloaded, alter the sale price, sale start date and sale end date to the values you require.
C) Save the spreadsheet as a tab delimited .txt file. Import the product spreadsheet using the "Product Import" tool. If the spreadsheet includes the product's System ID number, it will update those products instead of creating new products.
2. Using the Promotions module
Put everything in your store on sale using the optional Promotions add-on module.
A) Create a new Promotion.
B) In the "Triggers" section, create no triggers. (This promotion will then be triggered no matter what the customer purchases.)
C) In the "Results" section, enter a list of all of the categories in your store, and assign a discount to them.
The final result will be a discount that affects all categories of products in your store, which is triggered automatically for all customers. _________________ CMarier

Quick Question:
I did the promotions using triggers - but some products were coming up with "double" discounts because there were in more than one category...?
I'll retry that method!
AND
I'm terrified of exporting and importing. Guess I need to get over it - it seems to be a handy way to do oodles of things  |

I doubt that's the affect you or any other store Admin wants.
So, we have posted an update that will prevent a products multiple categories from receiving multiple category-wide promotional discounts. After the first discount is applied to the product, it will be excluded from any additional discounts.
As a courtesy, this update has applied to your account.
In an upcoming update, the decision of whether to have "cumulative" category discounts applied to products will be an option in the Promotions Module, which store Admins will be able to turn on or off. "Off" will be the default setting.
